Oral Reading Fluency (ORF) Study
- The Oral Reading Fluency (ORF) Study marked a significant milestone in Ouvai Foundation’s commitment to advancing evidence-based educational interventions. Implemented in collaboration with Madhi Foundation and supported by Wadhwani Foundation, the study was led by Mr. Oliver, Founder of Ouvai Foundation, with the objective of generating large-scale insights into children’s foundational reading abilities in both Tamil and English.
- Conducted across eight districts of Tamil Nadu, the study assessed more than 20,000 children from Grades 1 to 8, with over 2000 student samples collected from each district. As one of the largest reading assessments facilitated by Ouvai Foundation during the reporting period, the study provided a comprehensive understanding of reading proficiency levels across diverse educational contexts.
- Using standardized Oral Reading Fluency assessment tools, children were individually evaluated on key foundational literacy indicators, including letter recognition, word reading, paragraph reading, reading accuracy and reading fluency. Assessments were administered in both Tamil and English, enabling a deeper understanding of multilingual reading competencies and the progression of literacy skills across grade levels.
- The study generated robust district-level evidence on children’s reading performance and revealed important trends in foundational literacy development. The findings highlighted both areas of progress and persistent learning gaps, particularly among children who continue to face challenges in acquiring age-appropriate reading skills. These insights underscore the critical importance of early literacy interventions and sustained support for foundational learning.
- Beyond data collection, the ORF Study contributes to a broader effort to strengthen the literacy ecosystem in Tamil Nadu. The evidence generated through the study is expected to inform educational planning, guide programme design, and support policymakers, practitioners and educators in developing targeted strategies that improve reading fluency, comprehension and overall learning outcomes.
- Through this large-scale assessment, Ouvai Foundation reaffirmed its commitment to leveraging research and data to drive meaningful educational change, ensuring that every child is equipped with the foundational reading skills necessary for lifelong learning and success.
